Checking further, he discovered 23 live, high explosive missiles designed to be fired from helicopters, and capable of spraying thousands of fragments upon detonation. How did these dangerous munitions end up being sold inside supposedly empty crates? An investigation revealed that a young lieutenant had signed a document stating that he had inspected the crates and that they were empty. Because of that false statement, the lieutenant’s career was put in jeopardy, the U. S. government was embarrassed, and human lives were endangered.
